About this opportunity
Boston Water and Sewer Commission is soliciting bids on reconstruction of drainage and sewerage works — catch basins, manholes, minor drain pipes, and related appurtenances on an emergency or as-needed basis throughout the City of Boston — with proposals due September 21, 2026 at 11:00 a.m. MBE participation of not less than 9.0% of the bid cost and WBE participation of not less than 6.0% of the bid cost are required.
Place of performance is the City of Boston. The contract period runs January 1, 2027 through December 31, 2027. Prevailing wage requirements established by the Massachusetts Department of Labor Standards apply, with rates effective August 1, 2026 and updated December 1, 2026, varying by trade classification.
Bidders must submit a bid deposit equal to 5% of their total bid amount in the form of a certified check or bid bond; the deposit becomes liquidated damages if the selected bidder fails to execute the contract and furnish required performance and payment bonds within five days of notification of acceptance. Performance bonds in the amount of 100% of the total contract price and payment bonds for the full contract amount are required. Liquidated damages for contract delays are $750 per calendar day.
The contract includes price adjustment provisions for diesel fuel, gasoline, liquid asphalt, and Portland cement based on monthly Massachusetts Department of Transportation pricing; adjustments apply only when monthly cost variances exceed plus or minus 5% of base prices established in July and August 2026. Additional compliance requirements include CDL drug and alcohol testing and large vehicle protective device compliance with City of Boston ordinances.
Prospective bidders are required to visit the project site to familiarize themselves with local conditions and review all applicable federal, state, and local laws and regulations. The contract will be awarded within thirty days (excluding weekends and legal holidays) of proposal opening to the lowest responsible and eligible bidder, provided the bid is approved by the Boston Water and Sewer Commissioners or any required federal approval is obtained. Sealed proposals must be submitted to BWSC Procurement Department, 980 Harrison Avenue, Boston, Massachusetts 02119.
