About this opportunity
The City of Philadelphia is soliciting quotes for rechargeable flashlights under micro purchase B1801234, with quotes due November 16, 2026. Award goes to the lowest responsive and responsible bidder, as a whole or by line item, whichever serves the City's best interest, and sellers must quote all items to be eligible.
Vendors must submit a signed Consent and Authorization Agreement before bid closing for quotes to be deemed responsive. The agreement can be attached to the vendor profile during PHLContracts registration, the recommended method, or included with the first submitted quote. Once confirmed in the profile, it does not need resubmission for later bids. Quotes must be submitted electronically through PHLContracts by authorized company representatives and remain valid for 60 days from submission. The City reserves the right to reject any or all quotes and to accept quotes from multiple sellers.
The total contract amount must not exceed $45,000, adjusted annually by the CPI-U percentage increase from January 1, 2020, and rounded to the nearest $1,000. The term begins on the effective date and terminates automatically 365 days later without notice. Pricing must be net of taxes, since the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Products are delivered FOB Destination Point at quoted prices, and sellers should not deliver until the department provides notice. Payment is made by electronic deposit after City approval of products following delivery and invoice submission.
Sellers must maintain workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence. They must not owe delinquent taxes, liens, judgments, or fees to the City without an established payment plan, and this obligation extends to subcontractors and suppliers. The seller must indemnify the City against losses arising from the seller's fault or negligence, including intellectual property infringement.
The seller checklist requires answering questions on Local Business Entity certification status. An optional LGBTQ Applicant Opportunity Data Form collects voluntary information on LGBTBE ownership and certification.
