Federal Davis-Bacon prevailing wages and FTA Buy America requirements apply. The scope includes a 12,000-gallon aboveground gasoline storage tank, a diesel aboveground storage tank, two combination gas/diesel dispensers, two fuel management units, associated piping and electrical work, a concrete tank pad with protective bollards, and a metal canopy. Equipment must carry applicable UL listings, including UL 79, UL 87, and UL 343, and carry a one-year manufacturer's warranty from Substantial Completion. Work is limited to 7:00 a.m. to 4:00 p.m., Monday through Friday, unless otherwise approved, and must be coordinated with ongoing facility construction. Johnson, Mirmiran & Thompson, Inc. is the construction manager, and KCI Technologies, Inc. is the architect.
The contract includes a $50,000 lump-sum allowance for permit fees and inspection services and a $50,000 contingency allowance. Substantial completion is required within 450 calendar days of the Notice to Proceed, with liquidated damages of $1,500 per calendar day. Bid security equals 5% of the bid price. The successful bidder must provide a performance bond for 100% of the contract price, a labor and materials payment bond for the full contract value, and a maintenance bond for 10% of the contract sum valid for 12 months after final inspection. Required insurance includes $5 million general liability, $2 million automobile liability, $3 million umbrella, and $1 million contractor pollution liability. Funding comes from the Federal Transit Administration, the Redevelopment Authority of the County of Washington, and the Pennsylvania Department of Transportation.
No pre-bid meeting is scheduled. Site visits must be requested in writing from Mike Dillon at mdillon@jmt.com. Final addenda will be issued by November 13, 2026. The anticipated Notice of Award is December 4, 2026, with a Notice to Proceed expected January 7, 2027. Freedom Transit reserves the right to reject any or all bids.
