About this opportunity
The Louisiana Office of State Procurement is seeking a Blanket Order Contract for Medical Oxygen Cylinders for the Department of Veteran Affairs, specifically targeting St. Martin Parish. The procurement solicits approximately 3,000 high-pressure aluminum AE style oxygen cylinders, with an estimated weekly usage ranging from 25 to 75 cylinders. Delivery requirements mandate weekly service Monday through Friday between 8:30 am and 4:00 pm, with potential holiday deliveries. The contract will initially run for one year beginning July 1, 2025, with options to renew for two additional 12-month periods, not exceeding a total of 36 months. Bidders must provide cylinders that are new, current model, and include a built-in Grab' n Go Vantage feature, complying with CGA 540 standards. Evaluation criteria focus on selecting the overall lowest responsive and responsible bidder meeting all specified requirements. The bid opening is scheduled for May 13, 2025, at 10:00 AM CST, with both electronic and non-electronic submission options available through the LaPac system and LAGOV Vendor Portal.
Vendors must be registered in the LaGov vendor system to participate, with no specific set-aside designations explicitly mentioned in the documentation. The contract includes various federal and state compliance requirements, such as anti-discrimination provisions, accessibility standards, and e-verify requirements. Pricing must comprehensively cover cylinder rental, including filling, delivery, and handling costs, with payment processed electronically via LaCarte procurement card for purchases under $5,000 or through Electronic Funds Transfer. The state offers potential preference considerations for Louisiana-based businesses, including possible price adjustments for Louisiana workforce and US-manufactured products. While no specific budget range is detailed, the contract allows for flexible ordering, with minimum orders potentially as low as one unit, and the state reserving the right to adjust quantities throughout the contract period. Bidders must provide detailed specifications including brand/model, cylinder style, material, size, pressure, and compliance documentation.
