About this opportunity

The Louisiana Office of State Procurement is soliciting bids on behalf of the Louisiana Department of Public Safety for a rebid of 2026 Kawasaki W175LTD motorcycles under RFx 3000026864, with bids due December 2, 2026. Louisiana preference provisions apply to bidders whose Louisiana business workforce comprises at least 50 percent Louisiana residents, and to Louisiana-manufactured and United States-manufactured products within specified cost thresholds. Bidders must hold a valid Louisiana Motor Vehicle Dealers License issued under La. R.S. 32:1254, to be included with the bid or provided within ten business days of bid opening, or the bid will be rejected.

Required deliverables are new, current-production Kawasaki motorcycles meeting all state and federal safety standards, delivered fully serviced and ready for use with a certification of origin, odometer disclosure statements, warranty documentation, owner's manuals, dealer inspection reports, temporary licenses, and motor vehicle safety inspection stickers. Bids are submitted through the LaGov vendor portal and the LaPac online bidding platform, and vendors must review and respond to any addenda.

The award will be made on an all-or-none basis to the lowest responsive, responsible bidder meeting specifications, with the State reserving the right to reject individual items. Payment is by unit price, using the LaCarte Procurement Card for purchases of $5,000 and under and electronic funds transfer for other payments. A waste tire fee of $2.25 per passenger or light truck tire, $5.00 per medium truck tire, or $10.00 per off-road vehicle tire, including spares, is added to the award amount and excluded from the bid price. Funding derives from the Louisiana state budget allocated to Department of Public Safety operations. The contract is non-exclusive, the State may enter similar agreements with other vendors, and it is governed by the Louisiana Procurement Code. Records must be retained for five years after final payment and remain subject to audit by the State Legislative Auditor, federal auditors, and internal auditors.
