About this opportunity
The City of Woodstock, Georgia, is soliciting bids for a Hazard Mitigation Grant Program (HMGP) 4685-0027 project involving generator upgrades and replacements at critical community facilities. The procurement is a Request for Bid (RFB) seeking qualified contractors to replace and install four fixed generators across multiple locations. Specific deliverables include upgrading the City Annex's 30 kW generator to a 175 kW fixed generator with an automatic transfer switch and concrete pad, replacing two pump station generators at Brookshire (50 kW and 100 kW), and two pump station generators at Bell Park (75 kW). The project requires comprehensive services including removal of existing units, complete replacement, startup procedures, and ensuring manufacturer warranty compliance. The bid was posted on October 30, 2025, with proposals due by December 3, 2025, and mandates that respondents thoroughly understand and comply with Federal Emergency Management Agency (FEMA) and Georgia Emergency Management and Homeland Security Agency (GEMA/HS) regulations.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, the project is fully funded through the Hazard Mitigation Grant Program, which typically involves strict federal procurement guidelines. Bidders must demonstrate technical capability to handle complex generator replacement and installation across multiple municipal infrastructure sites. The project requires comprehensive understanding of generator systems, installation protocols, and federal grant compliance. Although a specific budget range is not detailed in the provided documentation, the scope suggests a significant capital investment involving multiple generator replacements at critical infrastructure locations. Contractors responding to this bid should have extensive experience in municipal infrastructure upgrades, generator installation, and familiarity with federal grant-funded municipal improvement projects.
