About this opportunity

The Louisiana Department of Wildlife and Fisheries, through the Office of State Procurement, is soliciting bids for a rebid of fishing pamphlet printing under RFx 3000026870, with written questions due November 9, 2026 and bids opening November 19, 2026 at 10:00 a.m. Central Time. The solicitation permits Louisiana product, further-processed Louisiana product, Louisiana-manufactured or assembled product, and United States-manufactured product preferences, each subject to specific cost thresholds and conditions in the terms. Answers to questions are due November 16, 2026.

The scope is printing 44-page fishing pamphlets without offset advertisements. Vendors price six estimated quantity tiers from 75,000 to 200,000 total pamphlets, specify pamphlets per box for each tier, and submit reprint pricing in 5,000, 10,000, and 15,000 unit increments. Specifications cover pamphlet design, paper stock, color printing, binding, finishing, packaging, labeling, and shipment to LDWF facilities, with print-quality tolerances for color accuracy, registration, and defects. Pricing must be complete and firm, inclusive of freight, inside delivery, unpacking, assembly, and debris removal, quoted F.O.B. Destination with title passing on receipt. Artwork, color separations, film, and negatives become State property upon completion. Overruns and underruns are permitted within percentage ranges that vary by quantity level.

This is an open-ended requirements contract: quantities are based on prior usage or estimates, and the successful bidder must supply actual requirements as ordered, whether totals exceed or fall short of estimates. The initial term does not exceed twelve months, with the State holding options for two additional twelve-month extensions at the same prices, terms, and conditions, for a total not exceeding thirty-six months. Award is made all-or-none to the overall lowest responsive, responsible bidder meeting specifications, with the State reserving the right to reject individual items. The contract is subject to the Public Printing Law and Louisiana Revised Statutes. Payment is by unit price, made electronically through the LaCarte Procurement Card for purchases of $5,000 and under, and through Electronic Funds Transfer for other payments. Bids are submitted through the Louisiana Procurement Assistance Center (LaPac) and the LaGov Vendor Portal, which requires a LaGov Vendor ID.
