About this opportunity

The Missouri Department of Conservation is requesting bids for forest stand improvement services at Rebel's Cove Conservation Area in Schuyler County, with bids due October 9, 2026 at 2:00 p.m. Central Time. Preference points of up to 15 are available for Organizations for the Blind or Sheltered Workshops (minimum 2% or $5,000 of contract value), and 3 bonus points are available for Service-Disabled Veteran Business Enterprises (SDVEs) and Honorably Discharged Veteran Enterprises (HDVEs) certified by the Missouri Office of Equal Opportunity by bid opening.

The scope covers mechanical felling of selected trees and chemical stump treatment across two blocks totaling approximately 214 acres (Block 1: 114 acres; Block 2: 100 acres) within Compartment 3. Work must release healthy native tree species, remove undesirable species including honey locust and eastern red cedar, and maintain wildlife den trees. All work must be completed by March 15, 2027, but no services may be performed during fall 2026 modern firearms deer hunting season or youth-only firearms deer season. The contractor must hold Certified Commercial Applicator or Certified Public Applicator licensure from the Missouri Department of Agriculture and obtain prior Department approval of herbicide types and application rates.

The contract term runs from award through one year on a firm, fixed-price basis. All pricing must include labor, equipment, materials, supplies, and herbicide. Payment is due within 30 calendar days of invoice submission and service acceptance. The Department reserves the right to terminate for convenience with 30 days' notice and may add or remove work areas while maintaining unit prices.

Suppliers must register in MissouriBUYS (MOVERS platform) prior to award, comply with Missouri tax compliance requirements and Secretary of State registration, and meet E-Verify work authorization provisions. Electronic bid submission through MissouriBUYS is preferred. Facility tours with Brice Kelso are available at (660) 785-2420 prior to submission.
