About this opportunity
The Missouri Department of Conservation is requesting bids for forest stand improvement services at Rebel's Cove Conservation Area in Schuyler County, with bids due August 26, 2026 at 2:00 p.m. Central Time. Contractors must hold current certification as commercial or public applicators licensed by the Missouri Department of Agriculture — the core eligibility filter.
The scope spans selective tree felling, herbicide application to stumps, removal of treetops from streams, and wildlife habitat protection across two compartments totaling 214 acres (Block 1, Compartment 3: 114 acres; Block 2, Compartment 3: 100 acres). Work must protect Indiana Bat maternity roost trees and den trees. No services may be performed during fall 2026 modern firearms deer hunting season or youth-only firearms deer season. The contract term runs from award through March 15, 2027.
All costs for labor, equipment, materials, and supplies must be included in the firm, fixed price. Award goes to the lowest and best responsive bid considering price and supplier responsibility. Contractors must demonstrate compliance with Missouri tax requirements via a "Vendor No Tax Due" certificate from the Missouri Department of Revenue, maintain current registration with the Missouri Secretary of State, and comply with the E-Verify federal work authorization program if meeting the definition of a business entity under Missouri law.
Organizations for the Blind or Sheltered Workshops must provide at least $5,000 or 2 percent of the total contract value, with bonus points available ranging from 5 to 15 points based on participation levels. An optional pre-bid tour is scheduled for May 7, 2026 at 9:00 a.m. at 1109 South Main Street, El Dorado Springs, Missouri. Bid responses must be submitted electronically via MissouriBUYS powered by MOVERS or by hard copy mail. Payment terms are net thirty days upon receipt of itemized invoices. The Department reserves the right to add or remove work areas and to terminate the contract for convenience with thirty days' notice.
