About this opportunity
The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking qualified bidders to provide a comprehensive rebar bending solution for their Central Laboratory in Jefferson City. The procurement involves one rebar bending machine, ten polymer coated mandrels, and miscellaneous components for bending epoxy coated rebar in accordance with ASTM A 775 standards. The machine must have specific technical capabilities, including the ability to bend bars #3-6 at 180 degrees in 15 seconds and bars #7-11 at 180 degrees in 45 seconds, with a minimum 20 hp motor and operating on 440-volt, 60-hertz, 3-phase AC power. The bid is structured as an "All-or-None" award to the lowest and best responsive bidder, with bids due by October 29, 2021 at 7:00 PM GMT. The contract period runs from the date of award through October 31, 2024, with two optional one-year renewal periods. Bids can be submitted electronically through the MissouriBUYS system or via hard copy delivery, but email submissions are not accepted.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with recommended participation targets of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. A 10% price preference is available for products manufactured or produced in the United States for purchases over $25,000. The contract includes provisions for potential price escalation after the first six months, subject to MoDOT approval. While no specific incumbent vendor is mentioned, the bid requires vendors to be registered and in good standing with the Missouri Secretary of State and Department of Revenue. Bidders must provide a one-year warranty on parts and labor, and pricing must include all shipping costs to the delivery location. Payment terms are set at Net 30 days, and all pricing must remain valid for 90 days after the bid opening. The solicitation does not specify a precise budget range, but the comprehensive technical requirements suggest a significant investment in specialized equipment for rebar processing.
