About this opportunity

The Commonwealth of Virginia Department of General Services, Division of Real Estate Services, is requesting proposals on behalf of the Virginia Department of Health for a commercial office or medical lease of approximately 12,300 usable square feet in Culpeper County, to house the Rappahannock Rapidan Health District, with proposals due June 29, 2026 at 4:30 p.m. Eastern.

The lease must commence September 1, 2026, with an initial term of either 60 or 120 months and two five-year renewal options at 95% of prevailing market rate, capped at 102% of then-current base rent. The Commonwealth requires the space to be turnkey, including tenant improvements (construction documents, competitive bidding, and construction management); full ADA compliance; comprehensive technology and telecommunications infrastructure; 62 dedicated parking spaces; and janitorial services five days per week. The Commonwealth prefers a flat, all-inclusive rental rate covering operating expenses, property taxes, insurance, utilities, HVAC maintenance, trash collection, landscaping, and snow removal in the base rent. Proposers must provide a completed Property Data Sheet (Exhibit B), CAD floor plans, building-condition documentation, HVAC and roof specifications, zoning compliance confirmation, current tax assessments, and proof of landlord authority.

The lease must use the Commonwealth's standard Deed of Lease form and comply with prohibited terms in Exhibit A, including no waivers of sovereign immunity, no indemnification clauses, and no binding arbitration. Rent is payable in arrears; no security deposit is required. Lease execution is subject to Governor approval and General Assembly appropriations. Jones Lang LaSalle represents the Commonwealth as tenant representative and will receive a 4% commission on gross lease revenue (50% at execution, 50% upon occupancy). The Commonwealth reserves the right to reject proposals or cancel the solicitation. Prospective landlords should submit proposals to John Simmons at John.Simmons@jll.com or 804-396-0642.
