About this opportunity

The Commonwealth of Kentucky Transportation Cabinet is requesting bids for ready-mix concrete to establish Master Agreement contracts for the Division of Maintenance across eleven specified counties (Ballard, Bracken, Breckinridge, Calloway, Carlisle, Fulton, Graves, Hickman, Jackson, Marshall, and McCracken), with bids due July 29, 2026 at 1:30 PM Eastern Time and written questions due July 21, 2026 at 3:00 PM.

Bidders must submit firm delivered unit prices per cubic yard for a comprehensive product range: Class A, AA, and B concrete in multiple formulations with and without fly ash; Class M concrete; flowable fill for pipe backfill and bridge end bent backfill; grout; hot water; ice; non-chloride accelerator; and super-plasticizer. The scope also includes precast concrete blocks in three sizes (2×2×2, 2×2×4, and 2×2×6) available for Transportation Cabinet pickup, plus evening and weekend charges and haul charges for daily orders less than six cubic yards. Vendors may propose additional counties. All pricing must include delivery to any destination within the specified counties without additional transportation surcharges except those separately itemized. Vendors must obtain and provide a Kentucky Transportation Cabinet Producer Number (prefix COP) and plant location; vendors with "I" status in the approved materials list must contact the Division of Materials at 502-564-3160 to achieve active status before bidding.

The initial Master Agreement period runs from award through April 30, 2027, with four optional one-year renewal periods available with written approval from both vendor and the Transportation Cabinet Division of Purchases. The tentative award date is August 14, 2026.

All bids must be submitted electronically through Kentucky Vendor Self Service at https://vss.ky.gov, with actual bid prices entered as attachments and a nominal $0.01 price entered in the system itself. Bidders must provide a Certificate of Insurance (Commercial General Liability minimum $1 million per occurrence / $2 million aggregate; Automobile Liability $1 million combined single limit if delivery is provided), Non-Collusion Certification, Buy America/BABA compliance certificate, and required affidavits regarding campaign finance and artificial intelligence use. The contract is funded with Federal Highway Administration dollars and requires FHWA 1273 compliance and domestic-content compliance under the Buy America Act and Build America, Buy America Act. Price adjustments are prohibited during the first twelve months; thereafter, increases require written justification based on industry-wide changes, and decreases must be passed through to the Commonwealth. Vendors should provide thirty days' notice when shipments are anticipated from facilities that did not ship to the Department during the previous year.
