About this opportunity

The Missouri Department of Transportation (MoDOT) Northwest District is conducting a competitive solicitation (IFB605NW21001126) to establish multiple price agreements for ready mix concrete supply and delivery across the Northwest District. The procurement seeks vendors to provide 6 bag, 7 bag, and 8 1/2 bag air entrained mix Type 1 Portland Cement Concrete from calibrated and MoDOT-approved plants, with delivery to be made on an as-needed basis. The contract period runs from February 1, 2021 through January 31, 2022, with options to renew for up to three additional one-year terms. Pricing must be submitted per cubic yard and remain firm for one calendar year, with all unit prices including delivery costs. Vendor selection will be based on cost analysis, availability, and proximity to project locations. The bid submission period was from January 14, 2021 to January 28, 2021 at 2:00 PM CST, with delivery locations spanning multiple counties in Northwest Missouri, including Andrew, Atchison, Buchanan, Caldwell, Carroll, Chariton, Clinton, Daviess, DeKalb, Gentry, Grundy, Harrison, Holt, Linn, Livingston, Mercer, Nodaway, Putnam, Sullivan, and Worth counties.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation. Environmental fees and fuel surcharges are not separately accepted and must be incorporated into unit pricing. Vendors are not required to bid on every county but must provide pricing for all line items within counties they choose to serve. Short loads are defined as 4 yards or less, and payment terms are set at Net 30 days after delivery completion and receipt of correct invoice. While no specific award value is explicitly stated, the contract allows for multiple vendors to be selected based on their ability to meet specifications and provide competitive pricing. MoDOT reserves the right to issue separate solicitations for similar materials during the contract period and may add additional vendors as needed to best serve the agency's interests. The procurement is structured as a multiple award bid, meaning several vendors may be selected to provide ready mix concrete services across the Northwest District.
