About this opportunity

The Town of Fair Bluff in Cleveland County, North Carolina is seeking sealed bids for the 2023 Gravity Sewer Improvements project, funded through the Community Development Block Grant Program (CDBG 22-I-4106). The procurement involves comprehensive sewer infrastructure work, including the removal and replacement of 3,638 linear feet of 8" - 12" gravity sewer, associated manholes, services, and paving work. Additionally, the project requires lining 3,757 linear feet of 6" - 12" gravity sewer using the Cured-In-Place Pipe (CIPP) method and rehabilitation of 23 manholes. Sealed bids will be received until 2:00 pm Eastern Time on October 21, 2025, at the Town Hall located at 1054 Main St, Fair Bluff, NC 28439. Bidders must clearly display their current license number on the sealed bid envelope to demonstrate compliance with Chapter 87 of the North Carolina General Statutes. All project-related questions must be submitted in writing to Robert Houston at 708 Abner Phillips Rd., Warsaw, NC 28398, or via email at adamsco.robert@gmail.com.

The procurement supports participation from Small, Minority/Women-Owned, Veteran-Owned, and Historically Underutilized Businesses (HUB), with specific emphasis on inclusive contracting practices. Bidders must comply with federal requirements, including non-discrimination policies, Civil Rights Act, and Davis Bacon Act regulations. Bid, Performance, and Payment Bonds will be required, and no bidder may withdraw their bid within 60 days of the bid opening. Contract documents are available from The ADAMS COMPANY, Inc. for a non-refundable fee of $250.00 per set. While a specific award value is not explicitly stated, the project is funded through the North Carolina Department of Environmental Quality/Division of Water Infrastructure, suggesting potential budget constraints typical of municipal infrastructure improvement grants. The comprehensive nature of the project, involving sewer line replacement, rehabilitation, and associated infrastructure work, indicates a significant municipal investment in upgrading local water infrastructure.
