About this opportunity

The Virginia Department of Military Affairs is issuing an Invitation for Bids (IFB) for the Re-Issue Range 21 Combat Trench Renovation project (Project Number 25-91607) at Fort Pickett in Blackstone, Virginia, located within Northampton County. This procurement seeks a contractor to execute comprehensive repair work to the Combat Trench feature of Range 21 Infantry Platoon Battle Course (IPBC), with deliverables including excavation and stockpiling of soil from the work area, removal, straightening, or replacement of wooden posts and timbers as needed, repair and/or replacement of drain tiles, backfill operations, final grading, and seeding. The project must be completed within 75 calendar days to substantial completion, with final completion required within 30 days thereafter. A mandatory pre-bid conference will be held on April 7, 2026, at 1:30 PM at Building T0229 within the DPW Compound, with site visits to follow; attendance is mandatory for all prospective bidders, and all parties must present valid REAL ID credentials upon arrival at Fort Pickett. Sealed bids are due on May 5, 2026, at 2:00 PM at the Directorate of Public Works, Building T0234, with public opening and reading of bids occurring on May 6, 2026, at 2:00 PM. Questions must be submitted no later than April 14, 2026, with Addendum Number 1 to be issued by April 16, 2026. The contract will be awarded on a lump sum basis to the lowest responsive and responsible bidder, and access to the work site is limited to Monday through Friday, 7:00 AM to 4:30 PM, with alternate work hours available with one week notice.

All bidders must be registered vendors in eVA and comply with federal regulations, including the Build America Buy America Act, which mandates that all iron, steel, and manufactured products used in the project be produced in the United States. For bids exceeding $250,000, a Commonwealth of Virginia Standard Performance Bond (DGS-30-084), Standard Labor and Material Payment Bond (DGS-30-088), and 5% Bid Bond (DGS-30-090) are required, and prevailing wage rate requirements apply. All contractors must maintain minimum Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 in the aggregate, and vendor transaction fees of one percent (capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses) must be paid upon registration in eVA. The project requires third-party special inspections as detailed in the geotechnical engineering report and structural inspection schedule, with subsurface exploration indicating soil conditions suitable for the proposed design and an allowable vertical soil bearing pressure of 2,000 pounds per square foot. No incumbent vendor or budget range has been identified in the available documentation, though the threshold requirements for bonding and prevailing wage suggest a project value likely exceeding $250,000. Subcontractors must be paid within seven days of the prime contractor's receipt of payment from the Commonwealth, with interest accruing at one percent per month on any unpaid amounts after the seven-day period.
