About this opportunity

The City of Tallahassee, Florida is requesting bids on waterproofing services at the Senior Center, 1400 North Monroe Street, under IFB-099-26-RR, with bids due August 25, 2026 and a mandatory pre-bid meeting and site visit on August 5 at 10:00 a.m. ET. This is a federally funded CDBG project requiring compliance with Davis-Bacon prevailing wage, Section 3, and Build America Buy America (BABA) requirements — all iron, steel, construction materials, and manufactured products must be produced in the United States unless a waiver is issued.

The scope includes pressure washing the building exterior; tuck pointing cracked and deteriorated masonry mortar joints to minimum one-half inch depth using lime-base mortar matched to existing color and texture; applying two coats of deep-penetrating clear water repellent sealer to concrete and brick masonry; treating exposed steel lintels with corrosion-inhibiting treatment and priming and painting lintel surfaces; cleaning and painting previously painted window frames and doors; and installing cover plates over abandoned interior air intake vents. The base bid includes Alternate #1 (skylight framing) and Alternate #2 (window replacement). Masonry restoration subcontractors must have a minimum of five years of documented experience in similar restoration work. All bidders must register with SAM.gov for a Unique Entity ID prior to contract execution.

Substantial completion is expected in approximately 75 days, with final completion within 15 days thereafter. Performance bonding equal to 100 percent of the contract price is required. Contractor authorization letters from product manufacturers are mandatory prior to project commencement. Questions are due by 4:00 p.m. ET on August 12, 2026. The City reserves the right to reject any or all bids and awards based on what serves the best interest of the City and its citizens.
