Milwaukee County is conducting a re-bid procurement for one new electric micro slim slab scissor lift with a 32-foot minimum indoor working height, to be delivered to Milwaukee County Mitchell International Airport located at 5300 S. Howell Avenue, Milwaukee, Wisconsin 53207. This is a single-line item, aggregate award procurement where bidders must provide delivered pricing on the equipment with FOB Destination terms, inclusive of all transportation and delivery costs. The scissor lift must be new equipment in original packaging and capable of both indoor and outdoor operation in restricted spaces and building interiors, including passage through standard commercial doorways with a maximum stowed height of 96 inches and width of 32 inches. The unit must feature an electric front-wheel drive system with zero inside turn radius, a minimum platform capacity of 550 pounds accommodating at least two personnel, minimum gradeability of 25 percent, a maintenance-free AGM battery system with approximately 240 Ah capacity or greater with onboard automatic charger, non-marking tires suitable for indoor use, and comprehensive safety features including emergency stop controls, descent alarm, drive-speed interlock, automatic parking brakes, and multi-axis tilt sensor. The specification is performance-based and non-proprietary, permitting any manufacturer's product that meets or exceeds all stated requirements; bidders must submit descriptive literature and technical data demonstrating conformance and equivalency, and Milwaukee County reserves the right to require samples of alternative items prior to award. Delivery must occur within 30 calendar days of order release, with the contract bid deadline of February 25, 2026. Bidders must be licensed and authorized distributors with demonstrated manufacturer warranty and license agreement support, and award will be made to the lowest qualified, responsive, and responsible bidder based on submitted pricing and Total Cost of Ownership analysis. No pre-bid meeting will be held; all questions and communications must be submitted through the public Q&A Forum within the bid portal to the Bid Administrator. The vendor must provide a minimum one-year warranty on defective components and a minimum five-year warranty on structural components, along with operator's manuals, service documentation, and warranty registration information at delivery.
Milwaukee County's standard contracting requirements apply to this procurement, including compliance with the County's Code of Ordinances Chapter 42 regarding disadvantaged business enterprises; however, no specific set-aside designations for minority-owned, women-owned, or disadvantaged enterprises are noted in the solicitation documents. Bidders are encouraged to apply available governmental contracting options, including GSA, University of Wisconsin, VendorNet, MMCAP, NPP, SourceWell, NJPA, Omnia, US Communities, NASPO, or National IPA pricing to potentially reduce costs. Milwaukee County is exempt from Federal Excise Tax and Wisconsin State Sales Tax, and bids should exclude these taxes. All vendors must comply with commercial general liability insurance requirements of $1,000,000 per occurrence and $1,000,000 general aggregate, Wisconsin Workers Compensation Insurance, and must name Milwaukee County as an additional insured with 30 days' written notice of cancellation. No incumbent vendors or current contractors are identified in the solicitation documents, and no existing infrastructure or technology requiring integration is specified. The specific budget or award value is not disclosed in the available procurement documents; pricing will be evaluated on a competitive basis among qualified bidders.
