About this opportunity

The Ohio Department of Rehabilitation and Correction (ODRC) is seeking bids on raw material plastic film (130 line items of polyethylene tubing) to supply the Ohio Penal Industries Plastic Bag Shop at London Correctional Institution in Madison County, with proposals due September 21, 2026 via the OhioBuys platform (sourcing project SRC0000041643). The ODRC reserves the right to disqualify any proposal that cannot guarantee delivery of all products within thirty days after receipt of order.

The scope covers polyethylene tubing in multiple compositions (HD/LLDPE 50/50 blend, 100% HDPE, 100% LLDPE, and FDA-approved LLDPE), various gauges, widths, and seal types, and multiple colors. The materials will produce trash bags for office environments and FDA-approved poly bags for a meat processing career center. Estimated quantity is 900,000 linear feet per item. All materials must meet ASTM standards for tear resistance, tensile properties, and impact resistance. Biodegradable materials require ASTM D5209, D5338, and D5511 certification; FDA-approved materials require Food and Drug Administration compliance certification.

Pricing must be submitted as cost per linear foot for each item, inclusive of shipping and delivery to London Correctional Institution at 1580 State Route 56, London, Ohio 43140. Payment terms are Net 30 from invoice receipt. The contract runs from award through December 31, 2026, with potential mutual renewal options not to exceed four cumulative years based on satisfactory performance, agency needs, and appropriations.

The ODRC will award to the lowest responsive and responsible bidder(s); failure to bid on all items may result in a non-responsive determination, though the ODRC reserves discretion to award to multiple contractors in order of lowest cost. The contractor must provide product samples within seven business days of request, maintain general liability and workers' compensation insurance with $1,000,000 aggregate limits, pass a LEADS background check prior to facility access, and comply with all ODRC policies and Ohio contract terms.
