About this opportunity
The Minnesota Department of Transportation (MNDOT) District 6 in Rochester is conducting an Informal Request for Bid (RFB) for the procurement of one (1) Humboldt H-4215 Rapid Soil Processor 115V 60Hz with associated sieves. This solicitation requires vendors to submit their responses exclusively through the Supplier Portal, with a deadline of March 20, 2025. Prospective bidders must submit any questions in writing to jason.nelsen@state.mn.us no later than March 17, 2025, at 3:00 PM CT, with responses to be provided via addendum. The procurement is specifically for the Rochester district and requires vendors to provide a precise soil processing unit with the specified technical requirements. Potential vendors must be registered in the system and can seek technical assistance through the SWIFT Vendor Helpline if they encounter upload issues. The equipment is expected to be delivered to MNDOT District 6 Rochester by March 25, 2025, using ground shipping, and vendors must specify their unit pricing as part of the bid submission.
The solicitation emphasizes diversity and inclusion, actively encouraging participation from small businesses and enterprises owned by racial minorities, women, persons with substantial physical disabilities, veterans, or businesses located in economically disadvantaged counties. The state's Small Business Procurement Program provides additional opportunities for qualified vendors to demonstrate their eligibility. While no specific budget range is explicitly stated in the documentation, the procurement appears to be for a specialized piece of scientific or construction equipment. Vendors will be evaluated not only on their ability to meet the technical specifications of the Humboldt H-4215 Rapid Soil Processor but also potentially on their business ownership status and commitment to diversity. The procurement is specifically targeted at Morrison County and serves the broader interests of the Minnesota Department of Transportation's District 6 operations. Interested vendors must carefully review all requirements and ensure complete compliance with the solicitation's detailed instructions to be considered for the contract.
