About this opportunity
Kitsap Public Utility District is requesting bids on labor, equipment, and materials for rapid fiber-to-the-home (FTTH) deployment in Kitsap County and the City of Bainbridge Island, Washington, with bids due October 5, 2026 at 1:00 p.m. The project is funded through a Public Works Board grant.
The scope includes installation of Kitsap PUD–provided fiber cables using strand and lash construction methods along Puget Sound Energy poles; conduit installation in Kitsap County and Bainbridge Island rights-of-way and private roads within existing utility easements; and coordination with participating homeowners on conduit/duct and Demarc placements. The project encompasses 78 residential drops to homes, additional aerial and underground drops available on a per-linear-foot basis, and additional mainline construction on a unit-price basis. Bid items #4 and #5 (Additional Aerial and Underground Drops) remain valid through November 1, 2026 for properties opting into the project during that period. Kitsap PUD provides all fiber, vaults, pedestals, terminals, and splicing materials; contractors supply all other materials including conduit and lashing hardware.
Addendum 1, issued September 15, 2026, revised bid items #6 and #7 to unit pricing on a per-linear-foot basis and added project plan sheets 43 and 44, detailing two terminal installations and 925 feet of overlash work to be included in the lump-sum price for bid item #3 (Drops to 78 homes including mainline).
Contractors must designate an Erosion and Sediment Control Lead with current WSDOT certification and comply with domestic preferences for U.S.-produced materials, SAM.Gov registration prior to award, and debarment compliance. To remain eligible for addenda and bid consideration, contractors must register as Plan Holders by emailing contracts@kpud.org with project name, contractor name, and primary contact information.
