About this opportunity

The State of Maine Division of Purchases is requesting bids for a Rapid Chloride Permeability Testing Machine, with bids due June 12, 2008. A state-vendor preference applies: in the event of tie bids, preference will be given to in-state bidders or those offering commodities produced or manufactured in Maine.

The procurement calls for a testing machine capable of measuring chloride permeability of concrete cores and cylinders in accordance with ASTM Test Designation C 1202-97. The specified unit is the Model 168 Test Set manufactured by RLC Instrument Co., which tests up to eight specimens simultaneously with a current range of 0 to 1 ampere and test time automatically terminated at six hours or manually as needed. The device features a regulated test voltage power supply (10 to 60 volts DC, typically 60 volts), real-time display of elapsed test time, current level, voltage, and Coulombs with automatic printout at user-selectable intervals, a Coulomb range from 0 to 99,999 with 1 Coulomb resolution, and internal printer capability. The unit measures 17 inches wide by 8.75 inches high by 19 inches deep and weighs approximately 36 pounds.

Bidders must submit separate unit prices for each item and state prices in the quantities specified, delivered to destination with all applicable discounts included. All transportation charges, including freight and express delivery, shall be prepaid by the contractor. The State is exempt from Federal and Maine State Sales and Use Taxes; bidders must quote prices excluding these taxes. Awards will be made to the lowest responsible bidder based on best value to the State, considering quality, conformity with specifications, delivery date, and ultimate cost. Cash discounts of 20 days or more will be considered in bid evaluation. Sealed bids or electronic quotes must be submitted to the Division of Purchases at Room 119, 9 State House Station, State Office Building, Augusta, Maine.
