About this opportunity
The Commonwealth of Kentucky, Paul E Patton Eastern Kentucky Veterans Center, is issuing a Request for Proposals (RFP) for a Personal Service Contract to provide random drug, alcohol, and DOT testing services. The selected contractor shall establish and maintain a network of testing sites to collect urine and breathalyzer samples and send them to the contractor's laboratory for analysis. The contractor shall also provide training for supervisors on reasonable suspicion determinations. The RFP specifies the required testing panels, certifications, chain of custody procedures, and response times. Proposals are due by 4:00pm on March 28, 2024. The initial contract term is anticipated to be from July 1, 2024 through June 30, 2026, with options to renew for up to two additional two-year periods. Proposals will be evaluated on technical criteria such as accreditations and certifications, as well as cost, and the Commonwealth reserves the right to negotiate fair and reasonable pricing and other contract terms with the highest ranked offeror.
The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond. The Commonwealth will only pay the contracted vendor the agreed upon flat fee rates for services, and the value of the contract is not specified. The RFP does not list any incumbent vendors or current contractors, nor does it mention any existing infrastructure or technology that requires integration.
