About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for rain jackets and rain pants under RFQ 220715-19, with quotes due July 29, 2022 at 4:00 p.m. Eastern Time. The resulting contract will be a Master Agreement available to the Department of Public Safety–Maine State Police and other State of Maine departments.
The scope covers lightweight jackets and pants with waterproof membranes rated to 20,000 mm / 40,000 g/m² / 24 hr, breathable and quiet materials, reinforced stress points, and taped seams. Full stretch fabric is required. Sizes range from Medium through XXL in ash or light brown colors. The initial anticipated order is 25 jacket and pants sets, though the Master Agreement structure contemplates ongoing use across multiple state departments.
The contract term runs August 1, 2022 through July 31, 2024, with options for one two-year renewal and one one-year renewal at the State's discretion. Evaluation will be conducted on a best value basis with potential award to a single vendor. All prices must be firm for the contract duration and include FOB Destination shipping; federal, state, and local taxes are excluded. The State is exempt from tax and will provide exemption certificates upon finalization. Vendors must accept the State of Maine Procurement Card as payment method with no surcharges.
Delivery must occur within 21 calendar days of order receipt. Contractors are responsible for pre-shipment inspection and replacement of defective items. Quarterly reporting from the awarded vendor is required. The Division reserves the right to cancel the contract with 30 days' written notice or immediately for non-conformance. Responses must include Appendix A (Bid Cover Page and Debarment Form), Appendix D (Municipality Political Subdivision and School District Participation Certification), and a completed Cost Response Sheet in Excel format with bidder name, part number, bid price, and delivery days. Submission is through the State of Maine's AdvantageME Vendor Self Service system.
