The project is funded by the Golden Leaf Foundation and designed by North Carolina State University.

M/WBE participation goals of 10.9 percent (MBE) and 10.4 percent (WBE) apply. The prime bidder must perform 60 percent of the work to be considered responsive. Site visit is mandatory; a non-mandatory pre-bid conference is scheduled for October 21, 2026 at 10:00 AM at the City of Wilson Operations Center, 1800 Herring Avenue East, Wilson, North Carolina.

The scope includes 140 linear feet of 24-inch reinforced concrete pipe, PVC piping and fittings, curb and gutter, concrete swale, storm manhole, sidewalk replacement, bedding for utilities, excavation, backfill and compaction, fine grading, erosion and sediment control measures, seeding, mulching, mobilization, demolition, traffic control, and appurtenances. The contract will be awarded on a lump-sum basis with unit-price items to the lowest responsive and responsible bidder. Expected project duration is 90 calendar days for substantial completion and 120 calendar days for final completion. Liquidated damages are $500 per day for failure to achieve substantial completion within 90 days and $500 per day for failure to complete remaining work within 120 days.

Bid security is required in the form of a bid bond equal to 5 percent of the maximum bid price (base bid plus all alternates). Progress payments are made monthly at 95 percent of completed work value with 5 percent retainage prior to substantial completion; upon substantial completion, payment increases to 100 percent minus an amount equal to 200 percent of the engineer's estimate of remaining work on the punch list. Performance and payment bonds are required prior to contract effectiveness. Contractors must comply with E-Verify employment verification and submit non-collusion and debarment certifications.
