About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Purchases, is requesting quotations for Radware Alteon network equipment, software, maintenance, support, training, and professional services on behalf of the Office of Information Technology, with quotations due August 7, 2017 at 4:00 p.m. Eastern Standard Time through the Vendor Self Service e-procurement system.
Responding vendors must be Radware Select or Premier partners with physical offices within 150 miles of Augusta, Maine and must provide proof of partner status — a capability filter that restricts competition to the Radware partner channel. Maine businesses whose proposals fall within 5 percent of the lowest-cost compliant bid from non-Maine vendors may receive preference consideration under Executive Order 2017-003.
The scope covers discount-level pricing on Radware's complete Alteon equipment line, extended support, on-site and off-site professional consulting services, and on-site training. The State currently operates six Alteon devices (three 5412XL, two 5208, and one 4408) and anticipates procuring replacement enterprise-class Application Delivery Controllers over the contract term. All equipment must be new manufacture and delivered within 14 business days to Augusta, Maine, with shipping costs included. Vendors must submit a global discount percentage off list price and calculate net costs for five representative procurement examples.
The resulting master agreement spans three years from September 1, 2017 through August 31, 2020, with options for two additional one-year renewal periods subject to funding availability and performance. Evaluation is on a best-value basis; award will be made to the lowest-cost compliant bidder after conformance to specifications is confirmed. The RFQ permits multiple quotations from a single bidder and does not seek best-and-final offers. Vendors are asked to certify willingness to extend contract pricing to Maine municipalities, political subdivisions, and school districts. The State is tax-exempt and requests quotations excluding federal, state, and local taxes.
