About this opportunity
The Ohio Veterans Home-Sandusky, located in Erie County, is seeking quotes for a comprehensive radon mitigation system to be installed across 13 specific areas within their facility at 3416 Columbus Avenue. The procurement requires a certified/licensed radon mitigation contractor from the State of Ohio who can design and implement a complete mitigation system involving fans, piping, and other necessary equipment. Contractors must provide a detailed proposal including system recommendations, with work scheduled to commence between April 1st and May 1st, 2025, and complete the project no later than June 1st, 2025. A mandatory site visit is scheduled for March 12, 2025, at 11:00 am, with contractors required to sign in at the Police Department; failure to attend will render the proposal non-responsive. The evaluation criteria include cost/price (18 points), warranty (8 points), project timing (18 points), technical system design and assessment (40 points), and additional factors such as insurance and references. Post-installation requirements include comprehensive retesting of all 13 areas to ensure safe occupancy, with measurement reports to be submitted to OVH, and a one-year warranty on all work performed.
Regarding vendor qualifications, contractors must be explicitly licensed by the Ohio Department of Health as radon mitigation specialists and provide proof of such licensure. While the documents do not specify explicit set-aside designations, the State of Ohio's standard terms encourage MBE/EDGE (Minority Business Enterprise/Encouraging Diversity, Growth, and Equity) vendor participation as outlined in Ohio Revised Code 125.081 and Executive Order 2008-13S. Contractors must also comply with various state requirements, including registering with the Secretary of State and maintaining specific insurance coverages: Commercial General Liability ($1M per occurrence), Automobile Liability ($1M), and Workers' Compensation. The contract includes provisions for detailed documentation, progress reporting, and coordination with ODVS personnel. Though a specific budget range is not explicitly stated, the comprehensive nature of the project—involving 13 areas and requiring system design, installation, testing, and reporting—suggests a substantial procurement investment. The contract terms allow for potential renewal at the state's discretion and include strict requirements about data handling, offshore service prohibitions, and compliance with state regulations.
