About this opportunity

The State of Maine is soliciting sealed bids for radios and accessories to support the Maine Forest Service, with bids due August 4, 2008. In tied-bid situations, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.

The scope comprises five line items: six Bendix King DMH5992X Digital P25 mobile radios (400 channels, 50 watts, VHF 136–174 MHz) with dash mount installation kits and programming microphones; 12 Bendix King DPHX5102X Digital P25 portable radios (400 channels, 50 watts, VHF 136–174 MHz) with LAA0818 antennas or equivalent; and two LAA0380 5-bay battery chargers. All equipment must be new. Bidders may propose alternate commodities equivalent to those specified, provided they submit complete identification and descriptive literature with the bid.

Delivery to the Maine Forest Service's Bolton Hill facility in Augusta must occur within 15 business days from receipt of the purchase order. All shipping and handling costs must be included in bid pricing. Unit and total costs are required for each line item. No programming service is included in the scope.

Awards will be made to the lowest responsible bidder offering the best value to the State, considering quality, conformity with specifications, delivery dates, and ultimate cost. The State is exempt from Federal taxes and Maine State Sales and Use taxes; bidders must quote without including these taxes. Cash discounts are permitted on payments of 20 days or more, with discount computation beginning from the delivery date at destination following final inspection and acceptance or from receipt of the correct invoice, whichever occurs later. The Division of Purchases reserves the right to reject any or all bids, waive formalities and technicalities, increase or decrease quantities by up to 10 percent, and procure from alternative sources in case of contractor default, with excess costs charged to the original contractor.
