About this opportunity
The California Department of State Hospitals (DSH) - Patton has issued an Invitation for Bid (IFB #16-30109) for radiation therapy services, seeking a qualified contractor to provide comprehensive medical radiation services on an as-needed basis. The procurement requires a licensed medical professional with board certification in radiology, specifically licensed by the California Department of Consumer Affairs Medical Board and the California Department of Public Health Radiologic Health Branch. Services will encompass radiation therapy application, evaluation, management, consultations, and interventional or diagnostic procedures, to be delivered Monday through Friday between 8:30 AM and 4:00 PM. The contractor must assist DSH medical staff in delivering high-quality medical care consistent with regulatory standards set by Title 22 of the California Code of Regulations, the Joint Commission, and the Department of Justice. Key submission deadlines include the bid response due date of May 13, 2016 at 3:00 PM, with a public bid opening at 3:30 PM, and an anticipated contract term from July 1, 2016 through June 30, 2018.
The solicitation includes preferences for Small Business (5%) and Disabled Veteran Business Enterprise (DVBE) participation, though DVBE involvement is not mandatory for this contract. Insurance requirements are substantial, mandating Commercial General Liability coverage of $1M per occurrence and $2M aggregate, Professional Liability coverage of $1M per claim and $2M aggregate, and appropriate Workers' Compensation coverage. Payment for services will be calculated based on the current Medicare Fee Schedule for Hospital County location (Area 99) Participating Amount, utilizing specific CPT and HCPCS codes multiplied by the contractor's proposed percentage. The DSH explicitly notes that the contract amount is an estimate, and no minimum work volume is guaranteed to the selected vendor. While no incumbent vendor is mentioned, potential bidders should be prepared to integrate with existing DSH medical infrastructure and meet stringent qualification standards to be considered for this radiation therapy services contract.
