About this opportunity

The California Department of State Hospitals (DSH) at Patton has issued an Invitation for Bid (IFB #16-30109) for radiation therapy services, seeking a contractor to provide comprehensive medical radiation treatment capabilities. The procurement solicits a vendor capable of delivering radiation therapy services, including application, evaluation, management, consultations, and related interventional or diagnostic procedures on an as-needed basis. Bidders must be prepared to assist DSH medical staff in delivering high-quality medical care consistent with regulatory standards, specifically meeting requirements outlined in Title 22 of the California Code of Regulations, Joint Commission standards, and Department of Justice guidelines. Physicians responding to the solicitation must be licensed by the California Medical Board with board certification in radiology and licensed by the California Department of Public Health Radiologic Health Branch. Radiation Therapists must also be certified by the California Department of Public Health Radiologic Health Branch. Key procurement dates include a bid submission deadline of May 13, 2016 at 3:00 PM PT, with a public bid opening at 3:30 PM PT the same day, and questions due by May 10, 2016 at 2:00 PM PT. The anticipated contract term spans July 1, 2016 through June 30, 2018.

The DSH has waived the mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement but offers incentives for DVBE participation. Service compensation will be calculated using the current Medicare Fee Schedule for Hospital County location (Area 99) Participating Amount, determined by CPT/HCPCS codes for each service performed, multiplied by the contractor's bid percentage. Required insurance includes Commercial General Liability ($1M per occurrence/$2M aggregate), Professional Liability ($1M per claim/$2M aggregate), and Workers' Compensation coverage. While no specific incumbent vendor is mentioned, the procurement suggests a potential for ongoing medical service contract with flexible, as-needed delivery. The solicitation does not specify a precise budget range, but compensation will be tied directly to services rendered using Medicare fee schedules. Potential bidders should note the comprehensive nature of the required services, which demand not only clinical expertise but also strict adherence to regulatory compliance and documentation standards across radiation therapy interventions.
