About this opportunity
The City of Toledo's Division of Purchases and Supplies is soliciting bids for regulated asbestos-containing material (RACM) and non-asbestos demolition debris disposal sites on behalf of the Department of Public Service's Division of Urban Beautification, with bids due November 10, 2026 at 1:30 p.m. EST and bid reading at 2:00 p.m. EST via Zoom. Local preference under Toledo Municipal Code 187.34 and minority business enterprise (MBE) participation are evaluation factors, not set-asides.
Bidders must hold an EPA Construction and Demolition Debris (CDD) license, obtain all required EPA permits, comply with applicable EPA regulations and other laws, and defend, indemnify, and hold harmless the city against claims tied to site operations and debris disposal. Submissions require a cover page, scope and regulatory compliance statements, qualifications, and a specifications sheet identifying disposal site location(s), city map and address, hours of operation, site dimensions and acreage, and minimum and maximum annual tonnage capacity. The city's Demolition Program generates approximately 3,500 tons annually, including roughly 35 emergency or fire demolition sites at about 100 tons each.
Pricing consists of two line items, price per ton for asbestos-containing debris and price per ton for non-asbestos debris, delivered to the disposal site(s) including all fees. The city will haul debris between 7:30 a.m. and 4:00 p.m. Monday through Friday and 7:30 a.m. to 1:00 p.m. Saturday, or as mutually agreed.
The contract runs one year with an option for three one-year renewals, commencing in 2027. Award evaluates the "lowest and best" offer, considering bid price, past work experience with the city, MBE participation, local preference, and the city's net cost per ton and operational efficiency. For bids exceeding $75,000, the bid guaranty equals 5% of the bid amount, capped at $200,000, and must be a cashier's check or bid bond. Contracts of $10,000 or more trigger the city's living wage requirement of $17.45 per hour, or $20.63 per hour without health benefits.
Bids must be submitted through the city's PlanetBids portal from a personal computer or laptop, as tablets and cellphones are not accepted, and are incomplete until PlanetBids issues an email confirmation.
