The awardee must hold a CLASS A Contractor license under Virginia Title 54.1-1100. Radford University's average annual spend for these services over the past five years is approximately $200,000. The contract will be awarded for an initial one-year term with four optional one-year renewals, as negotiated. The University reserves the right to award multiple contracts and to cancel the solicitation or reject proposals at any time prior to award.

Evaluation criteria are qualifications and experience (25 percent), quality of services (25 percent), service delivery methodology (20 percent), cost (20 percent), and SWaM participation (10 percent). The University encourages participation of Small, Women-Owned and Minority-Owned businesses.

All contractor employees must undergo criminal background checks prior to campus access and maintain general liability insurance of $1,000,000 and worker's compensation insurance. Contractors must comply with OSHA and Virginia Department of Labor regulations.
