About this opportunity
Swatara Township is seeking bids for the Highland Street Drainage Improvements project, a comprehensive storm water drainage system upgrade located between Highland Street and Church Street. The procurement is a public works construction contract focused on enhancing local infrastructure through storm sewer improvements, including installing new drainage pipes, inlets, manholes, and associated site grading and erosion control measures. Prospective bidders must submit sealed bids online through the PennBID platform by September 29, 2025, at 11:00 A.M. local time, with all bid documents accessible via https://pennbid.bonfirehub.com/. Bidders are required to provide bid security in the form of a Certified Check or Bid Bond for no less than 10% of the total bid amount. All technical questions regarding the project must be submitted through PennBID by September 19, 2025, with telephone inquiries expressly prohibited. The project requires compliance with Pennsylvania prevailing wage regulations, the Public Works Employment Verification Act, and includes detailed technical specifications for various construction elements such as storm sewer trench details, concrete inlet installations, and roadway restoration.
The contract does not specify explicit set-aside designations for disadvantaged business enterprises, though contractors must utilize the Federal Government's E-Verify system and submit a Public Works Employment Verification Form. Bidders will need to demonstrate technical competence in municipal infrastructure construction, with specific capabilities in storm water management, erosion control, and civil engineering. While the exact project budget is not disclosed, the documentation indicates the estimated project value exceeds $25,000, suggesting a medium-scale municipal infrastructure investment. All submitted bids will remain irrevocable for 60 days following the bid opening date, and Swatara Township reserves the right to waive minor defects, reject any or all proposals, and select the bid deemed most advantageous to the township. Potential contractors should be prepared to provide comprehensive documentation of their qualifications, including previous municipal infrastructure project experience, technical capabilities, and compliance with local and state regulatory requirements.
