About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is requesting bids for a master agreement contract to supply Qwick Kurb System traffic control products, with bids due June 30, 2026 at 1:30 PM Eastern Time. This is a single-source specification: Brand Quick Kurb products only, no substitutions accepted.
The scope comprises 13 line items totaling estimated quantities of lane separator curb pieces (500 units), lane separator end pieces (100 units), mega markers with and without flex boots (500 and 150 units), big bollards with and without flex boots (250 and 100 units), reflective arcs (500 units), flex boots (100 units), securing arcs (100 units), anchor bolts for concrete and asphalt (500 units each), slender bender bases (25 units), and pedestrian markers (25 units). Quantities are stated as estimates only; actual requirements may exceed the amounts listed. The contract is available to the KYTC Division of Traffic Operations and all Highway Districts.
The initial contract period runs from award through June 30, 2027, with four optional one-year renewal periods available subject to written approval by both vendor and KYTC Division of Purchases. The Commonwealth reserves the right to renegotiate terms during renewal periods and to extend the contract for an additional 90 days beyond all renewal periods.
Award will be determined using best value ranking: price weighted at 95 points and delivery time weighted at 5 points. Vendors must clearly specify a delivery timeframe in calendar days; vague terms such as "as required" or "prompt" render bids non-responsive. Shipments are F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all freight charges and filing freight claims. Late deliveries incur a penalty of one percent per day deducted from invoices.
Vendors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate. Written questions are due June 16, 2026 at 4:00 PM, with responses posted by June 23, 2026. The tentative award date is June 30, 2026.
