About this opportunity

The Texas General Land Office is requesting bids on removal and disposal of approximately 1,200 yards of vegetative debris from the Quintana Beach jetty under IFB 9998-SJ, with bids due November 13, 2026 at 2:00 p.m. Central Time. A VetHUB certification preference is available.

The debris accumulated following a Central Texas flooding event and subsequent transport down the Brazos River into coastal waters. All removal must be performed manually, with a GLO representative present on-site for debris identification, removal coordination, and final inspection. The site must be secured from public access during work performance. Bidders must demonstrate a minimum of five years of experience performing similar work and provide a point of contact for project coordination.

Pricing is submitted on a lump-sum basis with all labor, equipment, materials, tools, supplies, superintendence, insurance, and travel expenses included. Payment is contingent on GLO's acceptance of deliverables and submission of detailed invoices no later than the 15th day of the month following completion. The GLO will not provide advance payment and payment is subject to available appropriated funds. The contract is subject to termination without penalty if appropriated funds become unavailable under Texas Government Code provisions.

The contract term is set for one year from execution or upon project conclusion, whichever the GLO determines. Questions are due October 21, 2026, with answers posted by October 29, 2026. Award notification is expected November 20, 2026. The bid price must remain firm for 120 days from the bid opening date. Bidders must complete IRS verification documentation, acknowledge any addenda, disclose conflicts of interest, and certify compliance with debarment status, antitrust compliance, child support obligations, and prohibitions on boycotts of Israel and energy companies.
