About this opportunity

The Georgia State Financing and Investment Commission is procuring design professional services for the Quick Start EV Training Center - Pooler Expansion (Project No. TCSG-399) in Pooler, Georgia, with Statements of Qualifications due November 17, 2022. This is a two-stage RFQ/RFP process on behalf of the Technical College System of the State of Georgia and Quick Start.

The scope encompasses comprehensive architectural and engineering design for a new standalone facility of approximately 15,000 to 20,000 square feet, including programming, schematic design, design development, construction documents, and construction administration. The facility will provide classrooms, technical labs, high-bay training space, administrative and meeting space, and a loading dock. The design professional must perform a minimum of 50 percent of architectural design services in-house, with remaining services provided by associated firms as consultants rather than joint-venture partners. All team members must be registered professionals in Georgia. The project incorporates requirements of the Energy Efficiency and Sustainable Construction Act of 2008 and requires Georgia Peach certification with commissioning.

The preliminary construction cost limitation is estimated at $7.6 million, with a total project budget of approximately $10.6 million for design, construction, and equipment. The project will be delivered using a construction manager at-risk (CM/GC) method. The design professional is expected to commence in the first quarter of 2023, with 75 percent construction documents due by the end of the third quarter of 2023 and material completion targeted for the end of the second quarter of 2024.

Finalist notification is scheduled for November 30, 2022. A mandatory pre-proposal site visit for finalists is scheduled for December 6, 2022, at 11:00 a.m. Design team proposals from finalists are due December 19, 2022, at 2:00 p.m., with finalist interviews scheduled for January 11, 2023. Qualifications are evaluated on firm stability (25%), experience and qualifications (45%), and suitability for the project (30%). Finalist proposals are evaluated on previous performance (15%), design team qualifications and experience (20%), quality of proposed design plan (15%), methodology (25%), and team communications and project solutions (25%). The owner will negotiate with the highest-ranked firm, with the right to negotiate with subsequent ranked firms if satisfactory fee agreements cannot be reached. All proposers must comply with O.C.G.A. 13-10-91 regarding E-Verify utilization and the Georgia Security and Immigration Compliance Act.
