About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases is requesting quotations for quarterly court forms on an estimated-order basis for the Administrative Office of the Courts, with quotations due February 3, 2017 at 2:00 p.m. Eastern Standard Time.
The scope covers carbonless forms (2-part, 3-part, and 5-part configurations), envelopes with blue and black ink options, specialized court cards (jury cards, juror excusal cards, attorney cards), hearing pads, and pre-packaged legal document packets for divorce proceedings, parental rights actions, motions to modify, motions to enforce, and motions for contempt. Estimated quarterly volume is 211,509 forms, with historical quarterly orders ranging from approximately 87,705 to 282,746 units depending on court operational needs. Printing specifications include double-sided printing for most items, stapling for packets and multi-sheet documents, unique letter and number sequencing for certain carbonless forms as determined by the court, and black-ink printing exclusively (20-pound color cover stock for packets only). All forms are subject to detailed sizing, padding, and part-count specifications documented in the FY 2017 forms bid description.
The State is exempt from federal, state, and local taxes on articles not for resale; quotations should exclude these taxes. Evaluation will be conducted on a best-value basis considering conformity with specifications, delivery dates, and lowest price among conforming bidders. The State reserves the right to negotiate with the selected bidder at the quoted rate, to withdraw an award and negotiate with the next-ranked bidder if acceptable contract terms cannot be reached, or to cancel the RFQ entirely. No best and final offers will be requested. Invoices will be paid on net 30 terms upon receipt of accurate invoices containing the State contract number and correct pricing information. All bidder questions must be submitted through the Q&A tab in the State of Maine's e-Procurement system (AdvantageME/Vendor Self Service).
