About this opportunity

The Quarry Water Supply Project is a state and local contract opportunity issued by the City of Winder in Barrow County, Georgia, seeking a comprehensive water infrastructure construction project. The procurement involves constructing a complex water supply system, including a 100-foot long, 8-foot wide tunnel, tunnel shotcrete and stabilization, a 180-foot deep shaft, two pump stations with four vertical turbine pumps each, a 15,000-gallon wet well, grading, and gravel road construction. Bidders must be licensed as a Utility Contractor in Georgia and employ a certified Utility Manager. The project is jointly funded by the Georgia Fund and Drinking Water State Revolving Fund, administered by the Georgia Environmental Finance Authority. Sealed bids must be submitted electronically through QuestCDN.com by March 11, 2025, at 2:00 PM local time, with a non-mandatory pre-bid conference scheduled for February 13, 2025, at 1:00 PM at the Auburn Public Works Building. The total project duration is 390 calendar days, comprising a 180-day Administrative Period and a 210-day Construction Period.

Bidders are required to submit a bid bond of 10% of the base bid, and the successful contractor must provide performance and payment bonds each equal to 100% of the contract price. Digital specifications and contract documents are available for $700.00 through QuestCDN (Project #9356074) with an additional $42.00 bid submittal fee. The project site is owned by the Cities of Auburn and Winder, with the prime contract held by the City of Winder. While specific set-aside designations for disadvantaged enterprises are not explicitly mentioned, potential bidders should be prepared to demonstrate financial stability, technical expertise, and compliance with local and state contracting regulations. The project involves significant infrastructure development for water supply, suggesting a substantial investment in municipal water resources. Though an exact budget range is not specified, the complexity of the project, including tunnel construction, pump stations, and associated infrastructure, indicates a significant capital investment likely in the multi-million dollar range.
