The scope requires a South Carolina licensed Professional Engineer to serve as CQA Engineer, on-site field personnel for construction observation and coordination meetings, and delivery of a final CQA certification report to the South Carolina Department of Environmental Services within 30 days of substantial completion. The project encompasses approximately 8.6 acres of landfill liner construction, including subgrade excavation, two-foot soil liner installation with compaction and permeability testing, geosynthetic clay liner placement, 60-mil textured HDPE geomembrane installation with welded seams, geocomposite drainage media, leachate collection piping with stainless-steel hardware and fusion-welded connections, and operational cover placement. Construction sequencing, slope ratios, drainage gradients, GPS and conventional surveying, and as-built survey requirements are detailed in the project manual issued by HDR Engineering, Inc. of the Carolinas dated July 2026. Offerors must document that their firm, CQA engineer, and on-site personnel have successfully completed at least five similar CQA projects within the past five years.
The County has established six equally weighted evaluation criteria at 16.7% each: responsiveness to RFP, experience with similar projects, organization and staffing, project approach, cost competitiveness, and references. Pricing must be submitted on a firm basis; bonding is not required. Required insurance includes $1 million general liability per occurrence with $2 million aggregate, $1 million automobile liability, and statutory worker's compensation with $1 million employers liability limits. A non-mandatory pre-proposal meeting is scheduled for August 5, 2026 at the landfill site in Honea Path. Inquiries are due August 13, 2026 at 5:00 p.m. The tentative award date is September 4, 2026, with Notice to Proceed expected September 18, 2026.
