About this opportunity
The City of Philadelphia is soliciting quotes for Qty 2 anti-glare screen protectors for Latitude 7350 detachable 13-inch devices as a micro purchase, with quotes due October 29, 2026. The award will go to the lowest responsive and responsible bidder; the city reserves the right to award as a whole or by line item, whichever serves its best interest.
Sellers must quote all items to be eligible for award. Submission is electronic through PHLContracts; only the last quote submitted by the deadline will be considered. A fully executed Consent and Authorization Agreement must be submitted prior to bid closing for the quote to be deemed responsive.
The contract term is 365 days from purchase order issuance. Delivery is FOB Destination Point at the quoted price. The total quote amount must not exceed $41,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published index and rounded to the nearest thousand dollars. All prices must be quoted net and exclusive of taxes; the city is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Quotes remain valid for 60 days from submission.
The seller must maintain workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence. The seller must certify that it, its parent, and subsidiary companies are not indebted to the city for delinquent taxes, liens, judgments, or fees, and must comply with all applicable Philadelphia business tax requirements and nondiscrimination provisions. Electronic payment enrollment is required prior to fund disbursement.
An LGBTQ Applicant Opportunity Data Form is attached as optional documentation. The LBE Program does not apply to small purchases, but a Local Business Entity certification question must be answered during submission. Sellers should not deliver or provide services until notified by the department.
