About this opportunity

Southwest Virginia Regional Jail Authority is soliciting bids for roll call room furniture replacement across three jail facilities (Southampton County, Stafford County, and Alexandria City) with proposals due June 10, 2026.

The scope covers supply and furnishing of roll call room tables and chairs. Vendors must provide complete product descriptions, catalog specifications, and descriptive literature demonstrating responsiveness to requirements.

The initial contract term is 365 calendar days, with two successive one-year renewal options available upon written agreement, with renewal discussions occurring approximately 60 days prior to expiration. Price escalation is prohibited during the initial 365-day period. Thereafter, annual adjustments are permitted only for documented material-cost changes, verified against the Consumer's Price Index for the Food Category as a guide. Contractors must provide at least 30 days advance notice of increases, effective only at the beginning of the calendar month following the notification period. Price decreases must be communicated immediately and implemented without delay. The contract is cancellable by SWVRJA without penalty upon 60 days written notice; either party may terminate without penalty after the initial 12-month period upon 60 days notice.

All vendors must certify compliance with Virginia Public Procurement Act law, federal and state antidiscrimination laws, the Immigration Reform and Control Act, drug-free workplace requirements, and debarment status. Contractors must maintain commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit, with SWVRJA named as an additional insured. Payment to prime contractors is due within 30 days of invoice or delivery, whichever occurs last; subcontractors must be paid within seven days of prime-contractor receipt of payment, or interest accrues at one percent per month.

Cooperative purchasing through authorized local governments and other public bodies in the region is permitted at contract prices. The 60-day bid acceptance period applies.
