About this opportunity
The Maryland State Highway Administration (SHA) is soliciting bids for a construction project to install a 24x36' pole barn shelter for state workers. The project requires a comprehensive build-out including a 28x36' concrete pad with a 4" deep floor and 3' apron, sheet metal siding and roof, and an insulated roof using foam board. Specific architectural specifications include two man doors, six single or double-hung vinyl windows (minimum 24x36" with grills and screens), one 8x8' insulated garage door, and 6-inch gutters on the long sides. The project has strict requirements for on-site work, mandating that the awarded contractor must complete at least 50% of the value-added work directly. The procurement is structured as a firm fixed-price (lump sum) contract with a maximum award amount of $50,000. The work is expected to commence within the next week and must be completed before the end of June, with a specific bid due date of May 30, 2025. No additional infrastructure, electrical, plumbing, or interior wall treatments are included in the scope.
This procurement is designated as a small business reserve contract, which limits competition to qualified small businesses. Subcontracting is permitted but strictly limited, with contractors allowed to subcontract only specific tasks like concrete work or gutter installation, and prohibited from subcontracting the entire project. Payment terms are net 30 days after invoice submission, with a default payment method of check by mail, though contractors can opt for free ACH direct deposit through the Maryland Comptroller for faster payment. The solicitation includes a W-9 form (revised March 2024) as part of the required documentation, which vendors may submit optionally at the time of bid. While no incumbent vendor is specified, the contract appears focused on creating a functional, protective workspace for state highway workers, providing shelter, storage, and an instructional area. The maximum procurement budget is set at $50,000, providing a clear financial boundary for potential bidders.
