The contract will be awarded on a firm-fixed-price basis, with bidders required to submit a bid bond if the bid exceeds $25,000 and performance and payment bonds if the contract amount is $50,000 or higher. Contractors must be registered with the Hawaii Compliance Express and comply with Hawaii's Act 68. Environmental reporting will be critical, with requirements including hazardous materials inventory logs, monthly waste generation reports, and spill prevention control and countermeasure plans. While specific budget ranges were not detailed, the project is funded through the HIARNG's operations and maintenance budget and is expected to have a contract term of 90 calendar days from the notice to proceed.
