About this opportunity
The Ohio Department of Natural Resources (ODNR) is seeking a qualified contractor to perform plumbing upgrades at the Rocky Fork State Park's East End Overlook facility in Hocking County, Ohio. The project involves removing existing cast iron drain lines and replacing them with schedule 40 PVC lines in a building constructed in the late 1960s that serves large group events such as weddings, reunions, and business functions. Bidders are required to complete a mandatory site visit prior to submitting a proposal, with visits available Monday through Friday from 8am-3:30pm or by appointment. The project must be completed before May 31, 2025, and the lowest apparent bidder will be required to provide two examples of similar completed projects, including photos and references. Evaluation criteria include the lowest responsive and responsible bidder, determined by calculating the low lot total through multiplying unit costs by estimated usage. The bid response is due by February 28, 2025, and interested contractors must submit their proposals through the OhioBuys procurement system. The project will be awarded following a pre-award meeting with ODNR staff to ensure mutual understanding of materials and project scope.
While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the documentation, the state's standard terms and conditions indicate compliance with Ohio's Minority Business Enterprise (MBE) and Encouraging Diversity, Growth and Equity (EDGE) vendor participation requirements. Contractors must maintain minimum insurance coverage, including $1,000,000 in commercial general liability and business automobile liability insurance. The project requires contractors to be registered with the Ohio Secretary of State and comply with state tax requirements. Successful bidders must complete an Affirmation and Disclosure Form, which requires disclosure of all locations where contract services will be performed and data will be stored, with strict prohibitions on offshore services. Although a specific budget range is not provided, the contract will be structured with payment due within 30 calendar days after receipt of a proper invoice or acceptance of services. The contract will terminate at the end of the current biennium, with potential renewal upon mutual written consent and subject to appropriation.
