About this opportunity

The Ohio Department of Natural Resources (ODNR) is seeking bids for a bathroom renovation project at Rocky Fork State Park's East End Overlook facility in Hocking County, Ohio. The procurement involves ADA-accessible upgrades to a 1960s-era building used for group events, including weddings and reunions. Specific renovation requirements include relocating and installing 36-inch hollow metal doors with wood frames and push/pull hardware, covering wall holes with matching T111 siding, and replacing bathroom fixtures with ADA-compliant units. Bidders are required to conduct a mandatory site visit between Monday and Friday, 8am-3:30pm, or by appointment before submitting bids, with the contact number 937-393-4284. The project completion deadline is set for May 31, 2025, and the evaluation criteria will focus on selecting the lowest responsive and responsible bidder. Bidders must provide two examples of similar completed projects with photos and references, and participate in a pre-award meeting with ODNR staff. The bid response is due by February 28, 2025, and will be awarded based on a low lot total calculated by multiplying unit costs by estimated usage.

The solicitation encourages participation from Minority Business Enterprise (MBE) and Encouraging Diversity, Growth and Equity (EDGE) vendors, as mandated by Ohio Revised Code 125.081 and Executive Order 2008-13S. Contractors must affirm compliance with Executive Orders prohibiting offshore services, offshore data storage, and purchasing from Russian institutions. The contract requires contractors to maintain commercial general liability insurance with a minimum of $1 million per occurrence and business automobile liability insurance. While no specific budget range is explicitly stated, the project involves renovating an existing state park facility. Contractors must be prepared to provide detailed documentation, including an Affirmation and Disclosure Form that specifies the principal location of business, service performance locations, and data storage sites. The state reserves the right to terminate the contract if services are moved outside the United States without a signed waiver, emphasizing the importance of local and domestic service provision.
