About this opportunity

Fort Worth Water Department is soliciting proposals for Inflow and Infiltration micro detection services within the City's wastewater collection system, with proposals due November 12, 2026. The City has received a waiver from the Small Business Program goal requirement.

The scope encompasses ultrasonic micro detection metering with flow monitoring networks, acoustic pipeline inspections using transmissive acoustic technology in accordance with ASTM F3220-17, GIS data collection and management with ArcGIS Online Dashboard integration, and comprehensive I&I analysis with severity ranking. The targeted study area—one of 36 sub-basins in the Marine Creek basin—contains approximately 60,000 linear feet of pipe with an average age of 33 years; the exact boundaries will be confirmed collaboratively following Notice to Proceed. Vendors must complete sensor installation and pre-field activities within 30 days of Notice to Proceed and deliver the complete project—including final technical report, GIS deliverables, and formal presentation—within nine months. Monitoring equipment must remain installed for a minimum of 60 days, or an additional 30 days at no cost if no significant rain event exceeding 1 inch occurs during the initial 60-day window. Vendors are responsible for all traffic control, right-of-way permits, and access to structures buried no more than 6 inches below ground; no change orders will be accepted for structures buried deeper unless located in asphalt, concrete, or hardscape. Proposals must include detailed itemized cost breakdowns with unit pricing for each service category and identification of any optional services.

The total project budget is $150,000, which must not be exceeded. Evaluation is based on relevant experience and references (50 points maximum), project approach and schedule (30 points maximum), and qualifications of key personnel (20 points maximum). Award will go to the highest-scoring vendor. Minimum qualification is completion of at least five comparable projects within the past ten years and demonstrated GIS capabilities including ArcGIS Online Dashboard integration and hosted web-based data platform delivery. The City anticipates issuing Notice to Proceed prior to the spring wet weather season.
