About this opportunity
The City of Philadelphia's Department of Water is soliciting pre-qualification proposals for an aeration system replacement project at the Northeast Water Pollution Control Plant (WPCP) located at 3899 Richmond Street. This is a two-phase procurement process beginning with pre-qualification only, with an estimated project value of $2,000,000 to $3,000,000 for the HVAC construction work (Bid 2472). Qualified contractors must submit a completed Prequalification Questionnaire and Financial Statement for Qualified Sellers, including an executed Consent and Authorization form, by Thursday, April 16, 2026. The pre-qualification questionnaire requires comprehensive documentation of contractor qualifications and responsibility, including business experience as prime and subcontractors, financial statements dated within six months of submission, equipment inventory, references, and detailed disclosure of any defaults, terminations, bond refusals, criminal convictions, debarments, pending litigation, or tax delinquencies. Prospective bidders are required to attend mandatory site visits scheduled for Tuesday, April 7th and Tuesday, April 14th at 10:00 a.m. Technical questions must be submitted by email to Alexander.Fidrych@phila.gov by Thursday, April 16, 2026. Upon approval of pre-qualification submissions, selected contractors will receive notice and invitation to participate in a closed bid solicitation, with sealed quotes due through www.phlcontracts.phila.gov on Thursday, May 7, 2026, before 10:30 a.m., followed by public opening on the Zoom platform immediately thereafter. Contract documents, including specifications and drawings, are available on www.phlcontracts.phila.gov.
The procurement recognizes minority-owned business enterprises (MBE), women-owned business enterprises (WBE), and disadvantaged small business enterprises (DSBE), with provisions for identifying and documenting such certifications during the pre-qualification process. All vendors must submit a signed Consent and Authorization Agreement acknowledging the terms governing vendor access to and use of the PHLContracts platform and confirming that electronic submission is legally binding. The City reserves the right to investigate all statements submitted by contractors, revoke qualifications at any time, and contact references and financial institutions for verification of information. This project is funded in whole or in part through federal monies obtained by PENNVEST from the U.S. Environmental Protection Agency, with the estimated budget for the HVAC construction work (Bid 2472) ranging from $2,000,000 to $3,000,000. Separate bid opportunities are also being issued concurrently for General Construction (Bid 2470, estimated >$5,000,000) and Electrical Construction (Bid 2471, estimated >$5,000,000), with all three bids subject to the same pre-qualification deadline of April 16, 2026.
