About this opportunity

The City of Philadelphia is soliciting pre-qualification submissions for the relay of water mains on Adams Avenue from East Wingohocking Street to 250 feet north of Unity Street under PW Preq Bid 2505. Responses were due October 22, 2026, and that deadline has passed. Pre-qualification is the gating step: only approved sellers will receive notice and an invitation to the subsequent closed bid solicitation for the construction work, which carries an estimated value of $4 million to $5 million.

Eligibility begins with the PHLContracts submission. Sellers must identify their Local Business Entity (LBE) certification status and disclose MBE, WBE, and DSBE status where applicable. They must execute a Consent & Authorization form and complete a confidential Prequalification Questionnaire, and omitting the questionnaire from the attachments results in disqualification. Applicable Supplemental Questionnaires are also required.

The questionnaire assesses business experience, equipment resources, project references, and financial position. Contractors must provide financial statements dated within six months, covering current assets, liabilities, equity, and available lines of credit. They must also disclose City performance problems from the past five years, including defaults, terminations, work not finally accepted, and surety calls, along with criminal convictions, indictments, debarment or suspension actions, bond refusals, and ongoing litigation. The City reserves the right to investigate statements, contact references and financial institutions, and revoke qualifications at any time.

The technical scope covers water main relay work, with the specification document setting requirements for pipe materials, installation procedures, testing protocols, and restoration standards. The project is funded through the City's capital improvement program for water infrastructure. The plans, specification, checklist, and questionnaire files were posted October 22, 2026.
