About this opportunity

The City of Fort Worth is requesting electronic bids for water and sanitary sewer main replacements with paving improvements under Contract 2021, WSM-G (Project No. 104669), with bids due October 8, 2026 at 2:00 p.m. CST and a pre-bid conference on September 22 at 10:00 a.m. via web conferencing. A 30 percent small-business utilization goal applies; all small businesses must be certified by an approved agency (NCTRCA, WBCS, DFW BC, Texas HUB Program, TUP, or TXDOT) and physically located in Denton, Parker, Wise, Tarrant, or Johnson counties. Failure to complete and submit the Small Business Utilization Form may render the bid non-responsive.

Unit I (Water Improvements) encompasses approximately 20,160 linear feet of waterline installation in diameters from 4" to 16" (DIP and PVC), fire hydrant work, meter removal, and related utility and paving repairs. Unit II (Sewer Improvements) includes approximately 7,730 linear feet of 8" sewer pipe installation (PVC, DIP, and stainless steel), manhole construction and lining, service connections, and tree removal. Unit III (Paving Improvements) covers approximately 39,300 square yards of pavement pulverization and asphalt overlay, 43,580 square yards of surface milling and asphalt overlay, concrete repairs and alleys, curb and gutter, and sidewalk work. Work must be completed within 720 days of contract commencement.

The base bid is $375,000 (Unit I: $150,000; Unit II: $100,000; Unit III: $125,000) as a construction allowance. Bidders must submit a 5 percent bid bond, prequalify for specified work types (paving, water and sewer, augur boring, manhole lining), and perform work valued at not less than 35 percent of total contract value with their own organization unless City-approved otherwise. Contract award goes to the lowest responsible and responsive bidder; contract execution is required within 14 days of Notice of Award. Nonresident bidders must comply with Texas Government Code Chapter 2252. Electronic submission is through the Bonfire Procurement Portal; all required documentation, including prequalification applications, must be submitted at least seven calendar days prior to bid opening. Questions are due by 2:00 p.m. on the Friday prior to bid opening.
