About this opportunity
The City of Fort Worth is requesting bids for the Marine Creek Sanitary Sewer Parallel Interceptor M-279 & M-245B – Part II project, a two-unit water and sanitary sewer infrastructure construction effort with bids due October 29, 2026 at 2:00 p.m. CST and a pre-bid conference scheduled October 19, 2026 at 10:00 a.m. CDT via web conferencing. The City has established a 30 percent small business utilization goal; all small business firms must be certified by an approved certifying agency (NCTRCA, WBCS, DFW BC, Texas HUB Program, TUP, or TXDOT) and physically located within Denton, Parker, Wise, Tarrant, and Johnson counties prior to bid submission. Failure to meet these requirements or to submit the completed Small Business Utilization Form renders the bid non-responsive.
Unit I encompasses approximately 8,430 linear feet of sanitary sewer pipe installation in multiple diameters (6 inches to 72 inches) using open-cut excavation, open-shield pipejacking with 90-inch steel casing, and trenchless methods within steel casing or tunnel liner plate; bypass pumping of existing lines; and construction of two siphon structures and two junction structures. Unit II includes approximately 7,235 linear feet of water pipe installation (6 inches to 36 inches) by open cut and trenchless methods, installation of 24-inch AWWA C200 steel water pipe on an existing bridge structure, and cathodic protection for 24-inch to 36-inch water pipe.
Certain work types—including augur boring greater than 24-inch diameter, tunneling 66 inches and greater, sewer interceptors, sewer siphons, water transmission, sewer bypass pumping, cathodic protection, and water-tight shaft construction—require City prequalification at time of bid opening. The contract completion timeline is 725 days from commencement, with liquidated damages provisions for failure to meet deadlines. The base bid amount is $530,000 ($430,000 Unit I; $100,000 Unit II), with significant allowances for RailPros Coordination ($200,000), WilsonCo Coordination ($75,000), Trinity Metro Coordination ($5,000), and construction allowances. A bid bond equal to five percent of maximum bid price is required. Bids must be submitted electronically through the Bonfire Procurement Portal; the City awards to the lowest-price bidder considering qualifications and competencies.
