About this opportunity
Maui County is soliciting bids for purchasing and installing four HVAC units in Kalaupapa, Molokai, with proposals due August 18, 2026. The work is performed under Hawaii Revised Statutes Chapter 103D and requires compliance with Hawaii Compliance Express throughout the contract term.
The scope requires removal of four existing split-type Mitsubishi HVAC units and installation of four new energy-efficient replacement mini split-type wall-mounted units across three locations: the Administration Office, the Administrator's Office and Conference Room, and the Kalaupapa Store. All new units must operate at single-phase 208/230 VAC, 60 Hz; meet ENERGY STAR efficiency ratings; and comply with applicable health and safety standards. Work includes system testing and commissioning, operator orientation, provision of operation and maintenance manuals, and warranty certificates. The contractor must provide all labor, materials, equipment, tools, transportation to and from Kalaupapa, and meals for technicians during their stay. The Department of Health will provide a Point of Contact, complete permitting paperwork, transportation and lodging in shared living arrangements, and disposal of removed units.
Contractors must hold EPA Section 608 refrigeration certification and comply with OSHA safety requirements and applicable NEC standards. All contractors and subcontractors must read and sign the Kalaupapa Settlement Visitor Rules and Regulations and Risk Acknowledgement and Liability Waiver prior to on-site work. The contractor must submit legal names of all technicians for DOH permitting approval. A minimum one-year parts and labor warranty plus manufacturer's extended warranty on compressors is required.
Payment is processed through Purchase Order with approximately six to eight weeks processing time from invoice submission. No advance or partial payments are authorized unless stated otherwise in writing by DOH. Invoices must reference the PO number with itemized costs and service dates.
